My 'moonshot' for getting rid of plastic bags is:
To solve this plastic problem would require us to write legislation that would place the responsibility back on the producer. All plastic bag producers would be responsible for the recycling of their plastic production. Plastic must be able to be returned directly to the source of production and the producer would become responsible for recycling of the bag.
